Annual OR/WA TSF Camping and Wheeling Shindig

Okay, the only weekend still not marked on the TSF calendar is June 11/12. I am going to submit that on the calendar if everyone is OK with it. I don't know who else to call at TSF to check as it says their office is closed until March. @Benson X @Chickenmunga

It looks like the calendar events are for large events. I am not sure if we could classify ourselves as that. We might just want to reserve our spots for that weekend instead. I'll let you e-mail them. I called all 3 numbers available for TSF on their website and none of them picked up.

"Hello TSF!!!

I am writing to let you know we are planning our 5th Annual TacomaWorld TSF Meet to be hosted at Brown's Camp from June 10th-12th, 2016. I wanted to insure that we are not going to conflict with other events already scheduled, and we did not see anything on the Calendar (yet) for this weekend.

This is not a formally-sponsored event, just a bunch of Toyota (Tacoma) enthusiasts from around the PNW getting together to Camp, run Trails and have a good 'ol time! On average, we have about 15-20 Trucks show up, and maybe 10 trucks camping for the duration.

We will try to arrive EARLY on Friday, 6/10 so we can snag the good Group site in SE Corner of Brown's Camp.

I just wanted to communicate this to you, and see if there's a way to put this event on the calendar to avoid a clusterf*ck of trucks trying to run trails on the same weekend.

Please feel free to provide any info. or feedback that might help, or if there's a different office/dept. that I need to clear this with. Thanks in advance for the help and I hope you have a great weekend!"

 

Forgive me for not being proactive, my work computer is locked down from viewing forums and the project I'm on doesn't allow for as much freedom as my last job. However I live about an hour from TSF now and have some floor space at the house for a few people to crash if they come down a night early.

I'm in by the way, no caravan needed this year (or last, I was just being a wuss).

I've got sliders now, just have to figure out what to do for some more under armor.

Oh and hey let's maybe do some shooting this year. I heard something about a quarry, but we never made it there last year. I should have my AR-15 by then.

 

Yup, there is a quarry for shooting, sometimes gets real populated. One thing I'd ask is that people save their shooting for areas where we have good backdrop (I don't think you are restricted to certain areas by any means) and the group you are traveling with knows you are stopping to fire. Clean everything up, and remember that the forest gets shared by loggers, bikers, dirtbikers, hikers, and idiots, so be mindful of them as much as yourselves.

 

I've never actually been to a quarry or shot at one. I know they're really popular, but it's always kind of been in the back of my mind that it just doesn't seem like the optimal safe shooting zone.

I have a big wall of stone in my mind.



I'd much rather have plenty of dirt as a backdrop anyway.

 

This is the quarry. The picture makes it look small, but you could just about bury a 2-story building at the bottom of the pit.




Also while I was searching for the picture, I ran across this site mentioning ODFW wasn't enforcing OAR-025-0050 (5). Continuing research (because I thought that law seemed out of date or impossible), I found this thread mentioning that the law could not be enforced because of Oregon Revised Statute 166.170

Soooo....I think the email I sent may have jeopardized our plans a bit - mainly because this "event" is being advertised publicly on the forum.

Since it has been advertised on here and communicated with TSF (by me) that we hope to reserve a spot (or even check availability) for this meet, they are now "in the know" and we are expected (i.e. required) to have an Organized Event Permit to host this. I am all for abiding by their rules and regulations, but I did not know this would create a potential roadblock for us to have our annual meets down there, but hey, it may make it even more successful and organized than previous years!

They did say that weekend 6/10-6/12 has already been reserved for another (approved) event, and the Group Site will not be available. We will need to choose a different date if/when we can get a permit to host this.

I have already left a voice message for OHV Specialist in TSF that sent me the reply, and I would post their response here, but it is considered confidential info. and cannot be disclosed elsewhere. I will continue to discuss with them, and let you guys know the outcome/resolution. I have also attached their Schedule and Policy/Process for Scheduled Events.

Permits - Organized Events

(1) No person, corporation, or other entity shall sponsor, promote or conduct any organized event within the boundaries of state forest land without first having obtained a permit from the Forester.
(2) Organized events may be permitted when the following requirements are satisfied:
(a) Adequate sanitation, policing, medical facilities, traffic control and other necessary services are provided;
(b) Conflict with traditional forest recreation activities is minimized;
(c) All expenses, risks, and liabilities are borne by the sponsors rather than the general public;
(d) The health, well-being and property of forest users, persons, neighboring landowners and of the general public are protected.
(e) Damage to forest resources or improvements is negligible or can be reasonably mitigated.
(3) Permit Application Procedure: Any person requesting a permit for an organized event shall provide the following information to the Forester at least 60 days prior to the date of the proposed event:
(a) Date of the event;
(b) A map of the proposed event area;
(c) Number of participants;
(d) Name, address, date of birth and phone number of the sponsor;
(e) Description of the planned activities.
(f) A plan for timely clean-up and restoration of the areas used.
(g) The foregoing is not an exclusive list of the elements required for a permit.
(4) Compliance With Other Rules: All activities shall comply with applicable state and local codes, rules and ordinances. Additional state and local permits required shall be obtained prior to the beginning of the activity.
(5) Approval or Denial of Permits: The Forester may approve, with conditions, or deny the permit application consistent with the policies set forth in these rules. The following shall be considered in evaluating the permit applications:
(a) The ability of the applicant to finance, plan and manage the activity in accordance with sanitation, safety, medical care, fire control, security, crowd, noise, and traffic control requirements, and consistent with the protection of forest resources;
(b) The extent to which the proposed activity, in both nature and timing, threatens interference with customary usage of the forest by members of the public or interferes with the convenience of neighboring landowners and the general public;
(c) The experience of the applicant in performing similar activities in the past;
(d) Measures undertaken to mitigate any changes in customary forest usage or damage to forest resources or improvements caused by the activity.
(6) Cancellation: The Forester may cancel the permit effective immediately on notice to the applicant in the event of any emergency, significant law enforcement problem, or substantial threat to public welfare, safety or property arising from or affecting the activity, and may cancel the permit immediately upon any breach of other permit conditions. The applicant shall terminate the activity immediately upon receipt of notice from the Forester that the permit has been canceled.
(7) Miscellaneous Provisions: No application or proposal for an organized event will be considered by the Forester unless;
(a) The sponsor or its principal representative is at least 21 years of age; and
(b) The sponsor or sponsor-organization has satisfied all outstanding liabilities and requirements running to the Forester and arising out of any prior activity involving property under the jurisdiction of the Forester.
(8) Permits Non-transferable: No permit shall be transferable or assignable to any other sponsor, party or entity without prior written approval of the Forester.

Simple solution to this in my head at the moment. I'll PM mike and yourself Ben this evening to start work on this situation. Given my idea works, this won't be a problem!

 

I'd assume it wouldn't be a sponsored group meet if it's just a weekend wheeling/camping trip with a group of 10ish? What constitutes the need for a sponsored event and an event pass?
