get a circuit tester and start poking. get a stick to push the pedal down and keep it engaged while you poke and prod around all your wires to see if where youre not getting power when you should.

Probably either a wire backed out of the fuse plug or corroded plug somewhere

Double-check the 'STOP' fuse in the fuse box under the hood. Maybe there is a short, and it blows every time you test it.

Sounds like you might have a short somewhere. I would try to get ahold of a circuit tester.
I see your username says Norfolk- is that Norfolk, as in Norfolk, VA?

Are you sure about the 'stop fuse under dash' ? My FSM does not show an additional fuse for the brake-light circuit. I checked a 2003 FSM as well, and it does not show an 'under dash' fuse for brake lights.

BUCKLE UP! It makes it harder for Aliens to pull you out of your Truck.
Check the ground wire from the taillights is secure to the frame somewhere around the rear of the truck.

remove all 3 of your stoplight assemblies and look for freyed wiring. Somewhere there is an exposed positive wire for the brakws that is shorting/grounding out and causing the fuse to blow. If you find none, trace the wiring to thw cab, looking for a freyed wire.

I was poking around trying to find a short. don't know how I didn't see it before but it looks as if the previous owner had a cap and instead of unplugging it he cut and spliced the wires, also under dash relay was loose don't know if that had anything to do with it but they are working. as for "the rest" I keep getting code p0136 o2 sensor low voltage ( bank 1, sensor 2) have gotten conflicting reports as to which sensor it is some say post cat some say pre don't want to buy the wrong sensor as I don't have the money to waste. new parking brake cable coming tomorrow, but need to know why they keep fraying under dash.
