I went and looked up who has a license to use 152.525 Mhz in Riverside, Orange, LA, and SD counties. Three liceneses were found, appear to be VHF paging.

Yep! I was monitoring a channel and heard these 2 hams chatting about trying to find someone to be the runner. I was in a good mood going home from work, so I called out to them saying I would do it. They were some pretty cool older dudes.
