    and give to police and discuss it with them

    Only if it is affecting and potentially putting my living conditions at risk. Which if you are seeing random cars and stuff pull up, it is immediately affecting your living conditions and putting you at risk for getting harmed. Approach your neighbor and let him know what's going on. If he doesn't put a stop to it then I'm sure some intervention from the authorities will.

    I'm still debating....these are all pretty much high school and college kids and look pretty harmless....I'm going to mount a flood light on the corner of my garage to discourage activity on that side at night.

    If the kids in his late teens and early 20s, then you would likely be seeing a lot of older people coming by. Honestly, if they all seem cut from the same cloth, they are probably just all his loser friends. If he was dealing there would be people from all walks of life- men, women and children from all ages.
