Best way I've found is to rest it on a floor Jack so you can roll it around and adjust height then slide it in place and let the bumper rest on the studs until you get the nuts moderately tight and use the floor Jack to push the bumper up to the height you want and then secure it

Eventually when I get all the lighting I want, I want to get a "oh fuck!" Switch to kill all the lights incase I see the po-lice

 

Maybe even wire it so it puts me on low beam automatically too
