    A stripped lower is neither a rifle or pistol, it's listed as "other" on the 4473, which means he has to be 21 to purchase (because it has the potential of being a legal "pistol").
    At 18 he can buy a rifle lower (complete lower with stock).

    Yeah I live in California so every year they do small meaningless changes similar to that. Like this year there trying to outlaw the bullet button. And also trying to add the mini 14 type rifles to the assault weapons list.

    I bought psa lower part kit, a2 stock, a2 pistol grip. And 20inch barrel complete upper. Total cost of build will be about $600.

    Could anyone point me towards a complete Ar-15 thats in the $500-$700 range? Im pretty new to guns, but I just got a Remington 870 which is fun but Id like a little more range to shoot shit. Thanks.

    S&W make some great guns, this is the basic AR-15, at the low end of your budget so you can buy magazines and ammo, and after you get used to iron sights you could upgrade to an optic.

    I would go with the Smith and Wesson Mp15 sport or the Ruger Ar556. Both are entry level ar15 and cost around $600.
