That is not normal. How would you stop if your vehicle died while you were driving?

    Weak legs?

You loose power assist with the engine off, so you are manually (your leg) working the hydraulics. It is quite hard to compress, no toe tapping stuff gonna happen here.

If the brakes work fine normally, I find it quite hard to imagine the pedal not being movable with the engine off.

Sorry, not worth the safety risk to diagnose something like this on the internet.

If no one shows up with a similar experience and solution, find a mechanic and get it sorted ASAP.

Brake systems are not too complicated, but also they are too important to guess about.

Please report back the cure for the good of the group.

you can only push your pedal an inch if the engine isnt running. the vacuum of the engine is supposed to make it a lot easier with the vacuum booster. if your engine dies and youre moving, you have to use your emergency/parking brakes. that's what theyre there for.

yes the breaks will function with the engine off, but you still cant push the pedal down very far without vacuum assist. then again, your master cylinder may be bad as it may not be relieving all the pressure that is built when you press down on the pedal
