Move to Maryland and you won't complain about state in inspection in New Hampshire.

Maryland does inspection, but only when you buy it. It is good for the life that you own the vehicle. But on that initial inspection, if it isn't stock and basically brand new, it'll fail faster than me in 7th grade Life Sciences...

It is one way they keep new cars on the road, less cars broken down on the highway. But it is a catch 22 because a lot of people will get it done, then keep the car for ever and never fix anything. Mufflers in the tunnels, just shit falling off of them, blowing smoke like crazy. And then a lot of people obtain it illegally, they can't get their beater to pass and don't have the money to fix it, they find a guy that owns an authorized inspection station to just sell them a passing inspection for a few hundred bucks cash.

    Every state has their issues.

Not in MA. Has to pass a safety inspection and can't be throwing any OBD codes, that's about it.

Blacked out lights are the thing that get me.

There are kids running around with their Civics here with taillights so dark that it's almost impossible to tell when they are hitting their brakes or using their directionals. I don't understand how they manage to drive around without getting pulled over for it.

In this Great corrupt state of Illinois and the City of Chicago where we had arguably the most corrupt Mayor ever in Richard J Daley, we have a Wheel Tax, a Sticker we have to buy if we want to park in front of our house, a license sticker we have to buy, a license plate, and numerous tollways, a 10% tax in the city and the State in still in debt. But we have to pass an Emissions test a year and that's it.

I think they're also supposed to check if the cats are in place, but I've never seen that actually happen. Maybe they only bother if the exhaust is unusually loud.

The largest concern here isn't getting a ticket but personal liability. If the OP gets into an accident (even if it isn't his fault) and it gets noted in the police report his vehicle doesn't meet inspection criteria his insurance can refuse to pay for damages and he can be personally sued for personal or property damages including death or injury to any party involved. All it takes is a lawyer to argue his illegal mods either caused or significantly contributed to damages and the OP could be fucked.

It isn't worth it. Having illegal mods is stupid. To go through great lengths to get away with these mods is even more stupid.
    Don't be stupid.

Covered in stickers and chrome stick-ons for extra horse torques and foot powers. Icon sticker gets me tons of travel, dozens of milimeters.

I'd say free dumb pacifies, but I guess that's just a perspective on what it means to be free. At least I can eat my corn-processed food with my corn-processed drinks.

    Most practical response so far.

And download the vehicle inspection manual for your state so you know what they look for ahead of time.

Not completely true. Because some codes take a while to set, the inspector also verifies the PCM has done a complete "drive cycle".
