I think he's right. Gen 1s had 15 years. Gen 2, 1st recall just ended.
OP,it looks like the frame is rusted thru all the way across the spring mount.
You really need to know what you are doing when welding frames.
Unless you are a very experienced professional welder, I would defer to a expert.

You can clean and paint all you want, but if nothing is done to the inside of the frame it's just a waste of good paint.

The inside needs to be protected as these rust from the inside out.

OP, the frame rust recall is 15 years. you still have 2 years to get it done. get it done, and don't take no for answer! just respond with the word "lawyer".

If the op's truck didn't make it in for the inspection of the frame it will not be covered. That's very common as the Toyota didn't make much of an effort to contact subsequent owners besides the original.

Also if your truck has been in an accident and rebuilt, no frame recal for you.

If you have the skills and knowledge to repair it, I would repair it. By keeping it, you know that you'll have a solid truck. If you decide to sell it, you have a solid truck that the new owner won't have to worry about. As long as the repair is done correctly, you or the new owner will be happy.

Well aware of this. That has been addressed and steps taken each year. Liquid salt brine is nasty shit.
