    There is a way I've seen done using t nuts and the side rail in the bed, how I have my hammock poles mounted in my bed

    Didn't you say your SOS bumper is going to have a swing out ? Why not mount it there ?
    By its size and mounting position it may take up more realestate inside the shell than you realize unless you pull the foot off of it to flatten it some, then that's one more piece to keep track of. Mounting it on the swing behind the spare, it's secure, accessible, and not wasting space.
    weather won't effect it much if you maintain (use) it regularly

    I used carriage bolts to mount mine. Got 2 from lowes and got a couple washers and nuts. Works perfectly fine

    Just get shorter bolts than I did lol. The head of the carriage bolt slides into the rails like the cleats do but you have to slide them in from the end of the rail.

    Take a hammer and give it a few good smacks. The plugs have a crush washer on them and when you smack them it breaks the seal and it should come out with no effort. I would replace the washer after 2 or 3 uses, should only be a few $ for both from Toyota
