    Weird. I don't see a refresh rate either. You can find your refresh rate usually somewhere near the resolution setting either in Windows or your GPU driver's settings. It's gonna be either 60hz, 120hz, or 144hz. I'd put money it's 60hz to be honest.

    Yeah I'm thinking around black friday ill upgrade to a gtx1070 (or 970 depending on prices, I really dont play any crazy demanding games.) a new monitor and a liquid cooling setup.

    Nice! Have a pcpartpicker.com build or anything similiar? A 1070 could very well completely crush the rest of your hardware and move your bottleneck elsewhere :D

    Like I said earlier, you can experiment. I find if I set it at fps_max 60 it actually caps at 59.9 or so and kinda looks odd. I find perfection in the 60.5, 60.9, 61, range.

    I have msi afterburner and RealTemp installed now to monitor temperatures of my cpu and gpu. No overclocking right now.

    I prefer HWMonitor as it shows you low/max/avg, although Afterburner is similar to Precision X if memory serves me correct? It lets you control fan speed? Only reason why I like Precision X.

    A 1070 would be a great contribution to your setup, a bit over the head of your processor but there's no way to stop the bottleneck.

    @outdoorAZ if you previously had Vsync on that will happen. You'll either be driven crazy or get used to it. I'd always preferred a little tearing to ANY of the bullshit effects Vsync causes.

    Also: if you set it to fps_max 61 you may see that as you're generating 1 extra frame per second which the machine is dealing with. Setting it closer to 60.5 or 60.8 usually resolves that for me.

    Set it to 60.8 and it is much better.

    Should i go ahead and do the same thing to the other games i play?

    (7 days to die, civ5, rocket league and battlefield aftrr the next paycheck)

    Nah they don't all work with the same flags like that, it's based on the engine the game is made on. BF4 has a similar console command you can enter to do that: other games I'm not sure. That particular string (fps_max) is a Source engine parameter you can control like that.
