Wonder if plugging some of those holes, will allow more rust to occur?

Does make you wonder as those holes were designed for a reason, then again, these trucks are rust prone anyways, time will tell, good preventative maintenance should help.

Will the stealership have to "reproduce" this issue before they'll order you the parts? I don't want to have to deal with them saying, the truck operated normally when I know my truck has this issue and them not wanting to order the parts.

Yes they will, it states in step 1 for them to verify. If not heard, this bulletin does not apply.
So, it makes me wonder how many will have the issue and need the plugs, but won´t get them because either the dealership will not hear it, or the won´t even test drive it and just say it does not apply.
On the other hand, there may be some dealerships out there that will put them in all the trucks because they won´t have time to drive and verify each one.
It may be easier to just buy the plugs yourself.

I too hope they don't have to try and reproduce it when the owner already knows it's an issue. Heck, mine will owl when it's sitting outside not even moving with the wind at the right angle. I noticed it when I was putting duct tape on the holes months ago. Some of which is still there despite the rain/dirt/mud I've gone though. But I'll still have them put the plugs in since I'm going in anyway. Wonder if they have them already.

That's a great point. Quite honestly I am done messing around with the dealership. I have found fixing the little quirks on my truck is so much easier if I just do the things myself.

Look at the diagram in the TSB, the 3 lowest point holes are to be left open for drainage.

Plugs are about $2 a piece - much easier to just do it yourself and not even mess with taking it in.

    Are those 7/8" plastic plugs?

Hard to tell by the pic on the ToyotaParts page

Lowe's has these in the hardware section (in the blue hardware drawers). I think I paid 59 cents each for them. Took approximately 2 minutes to put them in and fixed the issue.

Just like the hood rattle issue, which I solved in 30 minutes with a tube of automotive Goop and letting it dry overnight. Zero hood rattle now, and I spent $7 on the glue plus some blue painters tape I had in the garage to keep it from getting all over the place.

Exactly or, run a bead of silicone around the holes and be done with it.
