Depends on the inspector. You are not allowed to have more than four forward facing lights (2 headlights and 2 foglights) uncovered per VA law, not inspection guidelines.

I've had some inspectors that don't care about my lightbar, the last guy I went to gave me shit and wouldn't pass me so I just loosened my bracket and rotated my lightbar 90* up.

I think otherwise he still would've been dumb about it but I was getting pissed since he told me it had to be covered with a plastic cover. I told him to show me in the inspection guidelines where exactly it said that, he spent like 10 minutes trying to find it so I just told him I would rotate it and he reluctantly agreed.

that's kinda what i was thinking. like no need to bother with foglight anytime mod because they are required to cut off when you turn on your highbeams

Good info! I should have stated that I have two PIAA fog lights and two PIAA driving lights as well as the light bar on the roof forward facing. Fog lights are on top center of the bumper while the driving lights are recessed in the bumper. Both sets of PIAAs have those cages on them (rock guard?) that may be considered covers. I don't know. My light bar doesn't have a cover, so I guess it is inspector prerogative. I am moving to led lights for the bumper (1 set), but they're not dot approved (I had a problem with inspection about that before)....so....I guess I'll take em off before inspection!

So I test drove a 2016 today and I'm just not sure about it.....

And no surprise the dealer tried to lowball my trade in ($20,000) so I walked and he asked where I was going and I replied to get some KY as that would hurt if I didn't.....
