Just as a comparison, two examples of unacceptable rust:

Looks like a 2nd gen frame after 4 years in the rust belt!

Hydroforming a frame is so early 2000's!
Toyota went old-school... under the belief that a real truck frame is a patchwork quilt of metal wielded and riveted together.

I bought my 13' TRD OR in Oct 2012, it's lived in western PA since then and has been through a couple of terrible winters with lots of salt. I've been spraying two cans of fluid film underneath twice a year (spring & fall) since I got it, and currently have very little rust. Hardly even a spec outside of the leaf springs and the lower control arms, looks pretty new underneath still. I've seen another Tacoma around here that was only 2 years old and had 10x as much rust as mine does after 4 years, and probably even a lot more than that. Just goes to show using fluid film consistently every year really does work. In a couple more years I'll take some pictures and post them in the 2nd gen forum.

    ...too much shit to list.
From what I've seen, don't spray it directly on rust or the rusting will continue. Spray with a rust converter primer first and then the liquid rubber.

Hard coatings can trap moisture when they are compromised; and difficult if not impossible to inspect, as you have noticed. Best to use a film coating or a hard coating that dries clear for inspection purposes.
Fluid film seems to be the go-to product.
I'm using combination of LPS 3(wet film) and LPS Procyon(dry film).

Yikes.... You guys should consider "Corrosion Free"... I've had it applied to my vehicles for 25+ years.... No issues with rust...Even on my 2006 Taco, when all the other frames rotted away.... Mine looked like new...!!

This stuff gets applied into the doors, etc and it "creeps" and pushes all water out of those tight door seams, etc...

Just let it go and wait 5-8 years and have toyota buy it back or replace the frame. My 99 was bought back and my 06 just received a frame replacement. Won't be buying another truck anytime soon, but when I do, it will be a tacoma and I'll wait for the frame to rot away as well. Toyota basically pays me to drive these awesome trucks. It's a win-win. This is only if you live in the rust belt, if you don't, the remove rust and use por-15.

I wish Toyota would get this frame situation sorted out. Frame issues through 3 generations is just plain horrible. Even with frame replacements, the process it takes with months being without your vehicle can be a hassle. If the Hilux was still sold here as the Pick-up we wouldn't have this issue. Bring back the fully boxed frame!

What you saw was weld by-product resin. It is under every brand new truck I've seen with basically no miles. Simple test. Wipe it with a white cloth. No red-no rust. You can choose to remain ignorant if you wish, but people who weld know what they are talking about.

That said, it is still a defect in the coating and may contribute to rusting down the road if it chips off (just like the paint will).

What is in the OP pictures is hard to tell. Looks like some of both.

I haven't noticed any on mine yet either but then again we don't see much rain or snow here in SoCal.

Calling me ignorant? The 2nd gen frame formed rust spots in same areas as your "weld by product-resin". Depending on location, the frame disintegrates at a rapid pace in these areas. Call it what you want, but it's nearly identical to 2nd gen frame rot symptoms.

I fully believe it was just from washing the car multiple times since it hadn't rained once between the time I got the truck and the time I first noticed the bolts (I'm in socal too)

You could.just wire brush the wire spots, clean it off with some rubbing alcohol or other solvent, let that dry and paint over it. You should probably do this once a year or more. After a couple years the paint on the frame fades out some or gets some mud stains so I like to spray mine with some satin black paint so it looks clean. I sell do the fender wells but mostly just so it looks good. I'm from Georgia and we don't have many problems with rusting here.
