They turned off portal submissions about a year ago. But they are supposed to be coming back "eventually." But they will not be adding any into areas with large populations of portals. They will be looking at the smaller towns, or outside areas for submissions. I am not sure if they will get added to pogo or not, but I am sure there will be some sort of 4-1 portal to stop ratio like already exists.

That'a a lot of stops! The most I've ever seen in close proximity was three. There is only one within a mile of my house, and it's almost reachable from my front yard.
