You're on par with me - but I'm about to evolve my growlithe and an eevee and that nanonat isn't far behind...

I'm also going to evolve 3 pidgeys, a meowth, geodude, paras, ekans, and another ratata. I'm also about 3 candies away for a DoDuo and weedle. l evolve. Going to do all that once with an egg so I hopefully move to level 13 or 14. Pretty early on level 12 right now

 

Throw in some zubats and that's my life. Bats and rats all day and everytime I turn it on a Pidgey pops up. Trash pokemons

 

Just so you're aware, powering up before vs powering up after makes ZERO difference, when you evolve the pokemon the arc stays at the same point. IMHO it's better to wait until after you evolve the pokemon to use stardust, since you may find a stronger first stage pokemon (in this case an eevee) before you get a chance to evolve the first one.

So when I evolve this one it will still be at like 99% Power? It started at a high level anyway, it came from an egg, I definitely won't do that with a CP10 that I catch in the wild.

That's correct, the arc will still be at the same point. You'll also notice that as your player level goes up, the arc will start to shrink (giving you more head room to raise the CP of your pokemon), this is the games way of letting you continue to raise your pokemon as your player level raises.

ONE MORE THING, the arc isn't linear, it's on a power scale, when the arc looks 50% full (at the 12 o'clock position), it's actually only a third full. When the arc is closest to the star in the upper right hand corner, that's approximately the 50% point, as an example, you can see the growth rate here:

These were all taken at the same player level, I forgot to take a pic but his CP was 438 when the arc was closest to the star.

You'll need a high HP pokemon to hold it down along with other team members to train the gym up to be able to have more pokemon. I have put my snorlax on gyms at 946 CP with other pokemon and it only lasts on a gym for at most 5 or 6 hours.
