I don't know why they weren't coming up. Right after I claimed the gym I had a dratini nearby but pokevision wasn't finding it and I was moving the dot around to different intersections near me to try and track it down. Eventually it was no longer nearby so I figured the timer ran out. Then later when I was almost back home another one was nearby so I searched again and it wouldn't show up. That's when I tried the filter thing and it popped right up, and it was right next to where I was becuase I had just caught a psyduck and magikarp in the same spot (for some reason water pokemons spawn there even though it isn't even close to water). Then I couldn't find the Omanyte so I tried it with that too and got it to work

 

Well damn - already lost my gym

 

To me it all just depends on weather pokevision can find them or not. It may find it a few minutes after it has popped up on your nearby or it may never be found by pokevision

Yeah - I am also pretty sure the chick I was talking to lived in the house next to whatever the landmark is for the gym. She called it 'her gym' a few times while congratulating me on taking it. I'll be back. It is on my way to and from the actual gym (pretty much the only place I go during the day) so I'll stop by and get it now that I know it's fairly simple to do...

 

I tried doing the pogo tool for the evolve on that but no juice
