Seems to me that it's simply a matter of being that if the less-than-lethal method didn't work or the situation immediately degrades, there are still 14 lethal follow-ups on hand and ready to go.

 

If someone is dangerous enough to have to pull a gun on in the first place then dead is fine with me.

 

Police are trained to shoot twice when threatened by deadly force so it won't work as it only works for the first shot. If someone fears death or great injury they aren't going to shoot once and wait to see if it worked.

I've seen those my whole life, never known anyone that was stung. When I was a kid the story was they made a scream like sound when you stepped on them.

Yep. Seen them all over southern Arkansas growing up and never heard of a single person ever being stung by one.
