    It's not like it's an easy process. It's a tint film so it is a pain to apply properly. You can't just take them off Willy nilly like plastic light covers on off road bars.

    Well I'll be damned. I didn't even know these existed!! To be fair, 99% of tinted headlights you see on the road aren't these so they can't be taken off.

    Most people don't do clip on. Every one I've ever stopped was either a film, or painted on (products such as VHT lens tinting spray paint). I had a buddy in college who got a few tickets and had so much trouble removing it, he had to buy whole new headlight/taillight housings to fit it.

    You can take them off for inspection, but in California its a citation. Sure, its a fix it ticket, but you have to go to a court to show proof to get the ticket dismissed. That also carries a dismissal fee (usually around $25)...so you would have to waste time going to court and pay $25 every time you got a ticket for the removable cover. Furthermore, if you get the ticket repeatedly, it can be charged as "non-correctable"...meaning the fine would be much steeper.

    On a final tangent to that...just because you can remove it to avoid the law (if it is law in your area), doesn't make it a good thing to do. It is a hazard to others on the road. I have dealt with several issues related to it:

    -rear end collisions because drivers could not see the brake lights go on (especially in daylight)
    -drivers hitting pedestrians/cars/items in the road because their tinted headlights reduced visibility drastically
    -calls of possible DUI driver's at night, driving with "no lights on" when in reality the lenses were blacked out

    It's just not a safe thing to do. Good thing its ugly and the fad passed eons ago, so we rarely see it now.
