I find most of these with lures. I always thought that spawns from lures were generated by cell usage. More people on = better pokemon spawn.

 

Got another crack at a Porygon a couple days ago. Good IVs, not so good attacks and CP but that's okay. Nice addition to the dex

 

Just had a Primeape spawn. Super low CP though

Ultra to guarantee the add. CP was only 583 :|
