    It's illegal to harass manatees & I think swimming with them falls into that. There is one place you can do it & that's in Crystal River but that's about 100 miles from where @Ohiophil will be staying, almost a 2 hr drive.
    There is a place close at the Big Bend power plant that is a manatee viewing area. December should be the perfect time cause they migrate in to get away from the cold water in the gulf.
