    National Hurricane Center Advisory 25A (2:00 pm Tuesday, October 4, 2016) Highlights:

    • Hurricane Matthew is a Category 4 Hurricane with maximum sustained winds of 145 mph.
    • Matthew is located about 65 miles east-southeast of Guantanamo, Cuba and is moving north at 10 mph.
    • There are no watches or warnings for the United States mainland.
    • South Carolina is in the NHC forecast cone.
    • Tropical Storm Force Winds probabilities for the 120 hour period above 10% extend over the South Carolina coastline. Beaufort (61%), Charleston (63%), Georgetown (63%), Myrtle Beach (59%), Little River (58%), Florence (52%), and Columbia (40%).
    • Hurricane Force Winds probabilities are appearing for the 120 hour period and some are above 10%. Those include Little River (15%), Myrtle Beach (15%), Georgetown (16%), Charleston (17%), and Beaufort (14%).
    • The NHC forecast cone has been moved more westward. The threat continues to increase for the South Carolina coast.
    • The official NHC forecast calls for Matthew to track generally north-northeast Tuesday afternoon toward Eastern Cuba as a Major Hurricane before continuing into the Bahamas through early Wednesday. The NHC then turns Matthew to the northwest through the Bahamas Thursday and along the east coast of Florida early Friday before turning Matthew generally north-northeast by Friday afternoon. The NHC track has Matthew making landfall near the South Carolina-North Carolina border Saturday morning. The 72 hour mark has Matthew as a Category 3 Hurricane producing winds of 125 mph. The 96 hour mark has Matthew as a Category 2 Hurricane producing 105 mph winds.
    · Tropical Storm or Hurricane Conditions could affect portions of Georgia, South Carolina and North Carolina later this week or this weekend, even if the center of Matthew remains offshore. It is too soon to specify what, if any, direct impacts Matthew might have on the remainder of the U.S. East Coast farther North. At a minimum, very dangerous beach and boating conditions are likely along much of the U.S. east coast later this week and weekend.


    Operational Information:



    • A coastal evacuation begins at 1500 Wednesday.
    • We’re at OPCON 3 moving and moving to OPCON 2 later this evening. We’re treating this as a Category 3 storm coming ashore in the Northern Conglomerate with effects affecting the entire coast.
    • Mandatory Medical Evacuation is at 1500 today.
    • We are supporting Mass Transportation Effort in the Tri County and portions of the Southern Conglomerate.
    • We are going to do twice daily email updates. The evening update will be provided by Jessica Stumpf.
    • Recommended HURREVAC Settings are Charleston (CC ABC option), Category 4 (We always default to one category above the official NHC forecast), Tourist Occupancy High, Response Medium and No Safety Buffer added. HURREVAC image below.
    • Tuesday morning, SCEMD will host a coordination call with coastal counties and specific ESFs to discuss the threat and preparations for Hurricane Matthew. All counties are invited to attend the call.
    • Specific E-Hour associations will be discussed in the morning call. Everyone is encouraged to look at all of your timeline considerations through E-0. We will send out a summary of the call to all county emergency managers and SERT partners after the call.


    For Forecast information, please consult the National Hurricane Center, your local National Weather Service office and the State Climatology Office.




    We will provide twice daily updates unless additional or fewer emails are needed.
