Assuming you were born after 1972, you have to have a hunter education certificate to buy any kind of hunting license which requires taking a class that is about 8 hours I think on mostly firearms and hunting basics. Otherwise I think that is all you should need for grouse.

Like Jenkins said, born after 1972 a hunters Ed card is required to purchase tags/license. Check here: http://wdfw.wa.gov/hunting/ the requirements are in the regs themselves. http://wdfw.wa.gov/hunting/regulations/

Once you have the hunters Ed card put it somewhere safe, you may need it again. I got mine 5yrs ago and got tags for 3 yrs then the next year when I went to purchase my tags they said they had no record of me completing hunters Ed. Luckily I stashed it away in my safe and avoided a big headache.

The online portion is simple and straight forward. Need to learn the difference between animals and know the regs of the GMU you're in. If you're familiar with guns the hands on portion is easy. Basically don't point it at anyone, safe handling etc. Know the difference between a 12g and a 20g shell, know what ammo your firearm can shoot.

Thank you both! Is this 8 hour Hunters Ed class done online?

EDIT I was able to find this information online. Thanks fellas.

The online portion when I took it you could skim over stuff and proceed to the next page right away. Now it makes you stay on each page for a certain amount of time to ensure you've read everything. You don't have to do it all at once, you can prolong it over a week or more. Once you do the online portion you need to schedule a date with an approved organization or whatever to do the hands on portion. Or I believe they do an all in one, one day deal but yeah that's like 8hrs.

This time of year is hard to get into a all in one class or even just the hands on class since hunting season is in full swing and modern firearm deer season opens next weekend.

You've never done a gear install before? I've never done an ifs gear set but the rears are pretty straight forward if you have the r&p and master install kit. Some marking paint, torque wrench and patience. It takes some fiddling around to get the mesh right.

I still have mine from when I passed the test when I was 14, so haggard. They can also look you up via your SSN

My SSN or previous license is how I usually get my new one. That time for some reason they had no record of me.

I got mine like 15 years ago, back then there was no internet option. I think I spent 5 or 6 nights at the Granite Falls gun club doing hour long classes and then one afternoon shooting trap on the weekend.
