I want to just run the Toyota reflash until the Ucon comes out for the 15s
I don't want to run the bullydog tuner so I'm wondering if the GB is also for the kit without it

According to @TIM.TRDSparks the Bullydog one comes with the kit from Magnuson. If that is the case you have to use the bullydog one to get the warranty.

 

Ok cause I know URD sells it with no tuning

 

I was told that having it flashed at dealer with the Toyota program works better than any of those other options. If that's the $500 difference then perfect.
My dealer still has the ability to flash the computer

With that said, your truck has to be less than 3/36 in order for the warranty to apply.

According to Magnuson, the Toyota re-flash does not work with the kit. Only the Bully Dog handheld tuner that comes in the kit will be compatible with the supercharger kit. The Bully Dog system has a laundry list of other features it is capable of including coming with the tune to run the supercharger. Magnuson put a lot of R&D into making this kit bulletproof for Tacoma/FJ Cruiser owners and even the Tundra, 4.5L and 3.4L owners.
