I would think you could just notch the mounting hole to your liking. Keep in mind your off road body flex though. That gap serves a purpose.

 

Not all trucks are the same so some mounts are just naturally higher on different Tacomas, as well as our bumpers having different small variances. I just built new 1/4" thick mounting plates traced from the old ones and cut and then welded on to where I wanted them.

 

Also what @goblue82 said. The body and frame flex independently of one another and you dont want the bumper contacting the body of the truck. That will smash things up quick, fast and in a hurry.

 

I can't notch it, am all the way up on the mounting points.

 

I don't want it all the way touching the body just enough to get rid of of some gap. Let me go take a quick pic.

 

Remember the body and frame move separately, if you try and close the gap you may damage the grill and fender

 

Also keep in mind the body and frame move independently of one another. Not sure if you were aware of that or not, but they do.

so has anyone put some kind of shim instead of welding a new plate to move bumper up?

 

I think this is the answer, shim the bottom connections to tilt the top towards the truck
