    Maybe during during WW2, but since 2007 when I was there that was definitely not the case. In fact when I joined in 2003 they were extremely adamant about underage drinking. Even in Italy they had the policy of "You can drink where we can't see you, but if you get stupid and we catch you, you get the book thrown at you", to which all the stateside sailors were saying it was BS that they never got away with that
