If you need boxes go to a tire shop and see if they have any in the trash. Then take it to UPS or Fedex.

    secret stuff.
If you are asking about the cheapest way to ship, you have two options- Parcel post from the post office, but each wheel will need to be packed in separate boxes as they don't take oversize stuff.
The other option is shipping through Greyhound, they have a large section assigned under each bus just for oversize packages they ship. I've shipped items as large as bench seats through them. The only catch with Greyhound is the receiving party has to go pick the item(s) up at the station nearest them.

The best way is to ship them with tires still on the wheels. Simply attach the shipping label to the wheel by a wire tie and let FedEx ground take them. The tires protect the wheel from shipping damage. Works well.

If the tire are removed then you can build a box for each wheel from a larger shipping container. Simply cut the box down to the size needed and tape it back up. Takes a bit of effort but it works well. Our mailroom does this kind of stuff all the time.....

I just cut cardboard discs that cover the rims, tape two full loops (like a cross) and take em to FedEx Ground.

cut a piece of cardboard to cover just a bit more than the rim diameter, cut a few small holes and run cable ties around the spokes, then tape the shit outa it all around the tire, and put the shipping label under the clear tape..

ship them individually thru ups or fedex.

This is a great solution. The only problem is that LTL companies do not like to deliver to residences. If you have a business to ship them to then rock on. Or you can have them delivered directly to the nearest terminal, and the buyer goes and picks them up. For major long haul LTL companies there is a terminal in about every major and mid major city. Make sure to band them securely to a pallet, the union dock workers at these LTL companies could give a shit less about the freight. Trust me, I have been in this industry for a long time...

I just did this with a set of high end wheels from a 350z I used to own.
I did cardboard cutouts, taped them to the tire rubber with blue painters tape.

Then liberally wrapped them with the clear plastic packing wrap roll I got from Home Depot for $20.

Then I did a clear packing tape once around the circumference of the tire to make sure everything stays put in shipping.

THEN I did the X-pattern plastic tape around the whole thing.

Ship Separately via Fedex after setting up a FedEx account. That's the cheapest way, and when you do the shipping bill-out online you get the online shipping discount.

Thats your cheapest way I would think, especially if shipping long distance. I'd want to ship my rims in a box with padding, assuming they are not steel.
As far as LTL, unless you ship alot and have discounts arranged with them, it will be priced pretty high. I use to work for LTL, there is no differnce between the product handling from UPS or Fedex ground services. Pack it like its going to get hell beat out of it. Cuz it will.
I currently ship out 20-30 pallets daily on LTL and 20-60 ups/fedex shipments a day. I'd spend the $ on the CB box and charge for it to the buyer if it were me. No single wall box, need a good double wall 350lb rated box.Tape the hell out of the label you put on it. Use a good quality packing tape.
