Help getting stock fog light bulb out '17 Tacoma SR5

    I don't know what I'm doing wrong. I've got my tire fender off so I can get to the fog lights. I'm turning the fog light 1/4 of a turn counter-clockwise but then nothing seems to budge. I don't know what to do next after that 1/4 turn? Should it just pull straight out? I'm changing the bulbs to LED (or TRYING to change the bulbs). So frustrated!

    I changed mine via engine compartment ... open hood and you can reach right down and twist them loose
