Because of topper laws, we dont need to run the risk of a terd gen thinking he can drive there and deliver the gift personaly. It keeps the drivers on the roads safer and the family at home safer.

They can, but they get woody in a hurry in the spring. They produce seeds the second year, if you want to harvest seeds for replants from them.
I'm just leaving them in the ground because I'm really short of freezer space right now, and they'll stay fresh in the garden bed for a few months, even if the tops are dead, as long as the ground isn't frozen.
