Brighter how? Fog lights are not supposed to throw light far, they're designed to scatter the light to be able to cut through the fog and let you be seen by other cars.

They're not brighter. They're scattering light which is why they are appearing brighter. The headlights don't scatter light because they're projectors. The fogs aren't.

maybe you just need brighter headlights too? I don't have LEDs but i settled for a 35 watt hid instead of a 55 since they said the factory fog light housing might not be able to handle it.

but what he said up there makes more sense too! the fog light scatters so it looks more blinding than the projector head lights... my headlight and foglight are both kinda blinding though since i switched to HIDs.. i just really need them when driving up in the mountains though. the stock lights were hard to drive with.

Your headlights are designed so it has a cut-off, usually anything above your waist will not look blinding. If you bend down and stare at your lights below waist-line, you'll see your headlights will be brighter. Your fog lights are not encased in a projector housing so the light is going everywhere. That why it looks brighter while you're standing.

Maybe you should switch to a projector style fog light. Morimoto makes some nice fog lights that are projector style like your headlights. Led lights in the fog lights will blind all oncoming traffic. Your headlights have projectors so it's not blinding with led or hid bulbs but your fogs are made for halogen bulbs. I have the same issue. Installed led bulbs in both my headlights and fogs but I blind everyone with the fogs so for now I don't use them very often until my new fog light housing comes in. There are a lot of threads on TW explaining this very issue
