Probably the combination switch especially since you can't activate the windshield washer bottle.

    Can someone translate his issue?

Are the windshield wipers running without any input from the driver?

What does "I pull the stalk and not water" mean?

The issue is... I start the truck and the wipers start up. They are turned off. High speed works, but if I pull the stalk for the washer, nothing...

    Ohh, gotcha.

Any tacoma friends in the area? Swap stalks and see if that fixes it.

Oooooook, found a blown fuse for the washer. Also had an add a fuse in that location for a power outlet I installed in back for the kids phone charger... when the charger was plugged into the outlet, the wipers turned on. Replaced the fuse, and everything is back to normal.

If the add a fuse is installed backwards, I can see it back feeding the other circuit, starting the wipers though has me somewhat baffled.

I'll put my meter to the fuse slot to see which side is hot when I get home.

Interesting find, glad you solved it. Weird things happen when you get power back feeds like that - and since activating the washer pump kicks the wipers on (with the intermittent wiper stalk), it does make sense.

Right. But the pump usually starts before the wipers. And, the wipers were just running with the stalk in any position. High speed still worked tho.

Kudos to my better half for making the connection between the charger being plugged in and the wipers running. Pulled the charger and they stopped...
