It's actually "semi-arid" pal . The problem down there actually is water retention, not water supply. I remember we read some studies in class when I was at USC that said annual rainfall and snowpack provides plenty enough water, but the problem lies in the prohibition of personal collection of rainwater and the LA River flood control channel. Rainwater alone, if filtered, could provide individual households down there enough water to operate year-round (I don't remember if that included drinking water), but when they concreted the LA River to stop the massive flooding they destroyed its ability to recharge the aquifers and to collect snow melt because it all goes straight to the ocean like a damn speeding bullet

Yeah...that water is NOT meant to be touched by humans once it enters that drainage channel. Thankfully they're working on coming up with a plan to redo the whole thing, but who knows how long that'll take. Still tho...
