Changed plugs and pcv yesterday because of excessive oil use (trouble shooting). Using two and a half quarts every 1,500-2000 miles so something had to happen. Opened my oil fill cap and BAM there it was. Looks like water in my oil, but my oil is clean on the stick.

That's pretty normal when condensation sits in the filler neck and mixes with residual oil.

    No compression test either.

I would consider doing a compression test.

It's common when you frequently do short trips. Condensation builds up in the filler neck when the engine doesn't fully warm up and evaporate all (most) of the moisture out of the block.

You have no engine problems. Your drive time is short so the engine doesn't get hot enough to burn off the condensation. A 45 minute drive will eliminate the milky oil filler.

Would the bad pcv be my oil consumption problem?

Hmm... I'm not sure if that would be the problem, but it's worth a check as it's easily removed... Also, a super easy replacement if needed.

I'd give it another couple weeks then. Check the dipstick and see if you notice any oil consumption.

I got a leak in a head gasket on a Honda, that initially caused the milky residue under the cap, and nothing else. The oil on the stick still looked fine. It got progressively worse. You are also losing half your oil in less than 2,000 miles. My 4.0 uses about a tablespoon between 5,000 mile oil changes, with 148,000 miles on it. To me, that all says head gasket. Leaking head gaskets can cause an array of problems depending on where the leak is and how severe. I do hope it is something less!
