Are the spark plugs wet at all? Try listening to injector for clicking sound while someone cranks it. Use a stethoscope probe or long screwdriver to your ear. Verify fuel pressure also.

Yes the plugs were wet when removed I even cranked the engine without the plugs and fuel would shoot out.

the rotor will end up in the 1 o'clock position.

Sounds like you have fuel then.

Awesome thank you. Any ideas on why the check engine light doesn't come on when the key is in the on position?

If you have communication with OBDII tester then it's getting power. Could be burnt out bulb. Lets worry about that after it runs.

What do you mean by freshly rebuilt? Did you get the block and head back as a unit and installed it, then had to install all the other things like alternator, distributor? Or did you rebuild it yourself?

Are all the vacuum hoses attached? There might be some underneath that can be missed.

It sounds like you installed the distributor with the engine at TDC at the end of the #1 compression stroke, but maybe you got the distributor gear one tooth off. It kind of rotates as you install it.

I honed the cylinders and the head was machined and pressure tested. All new rings, bearings, gaskets, water pump, and gaskets. I pressure tested it and all cylinders had good pressure. All hoses are connected properly. I installed the distributor as shown in the picture above.

You verified spark (but only by it shocking you) Recheck spark and see if it will jump at least 3/16 of inch from screw driver inserted in boot. Hold next to valve cover and have some one crank it. Sparkplug wires correct firing order?

Well, it sounds like you've been very careful assembling everything to get it right. I hope it turns out to be something simple that you overlooked, but I'm not sure what that could be.

The repair manual says the check engine light should come on when you turn the key to ON. Maybe it's just burned out, but did you have the cluster out or disconnected any of the wiring harness under the dash?

I tried starting fluid but I will try it again. As for the cluster I have removed it to replace the speedo cable and I reconnected it many times to inspect it. I also checked all of the wiring harness under the dash and everything looks fine no signs of damage.

I'll check the light and swap it out but I am almost certain it is good I suspect there is a wiring issue because it happened to me once on a 89 pickup with a 3vze and it turned out to be a short and a bad fuse integration relay.

You should NOT need starting fluid if the engine is assembled correctly. This isn't the 1950's, put that crap away.

I see fuel and spark being mentioned. No one is mentioning air delivery. Have you done a compression test to ensure correct timing? Are you sure there is vacuum in the manifold on crank, port vacuum at the throttle to allow some air flow for idle?

I did conduct a compression test and all cylinders have good compression.
