most likely his POV. plenty of guys add lights for off duty gigs, as those who don't get a take home can then use their POV with lights and get more gigs as opposed to someone with out a marked vehicle and without lights


or could have been a vehicle they got in a bust and re-purposed. depends on the agency

Ya it was some sort of agent that came out of. They weren't trying to valet but I convinced them and then they told me it was a cop car. Got in and it had a laptop and a switch for all the different aux lights. Doubt it's a patrol kind of car. Probably undercover stuff.
