What is the purpose of the front bumper bar thing? Are you suppose to strap somebody to it like Mad Max Fury? I see em around here on jeeps etc.

Photoshop mounted it sir... If you'll look closely its the front bumper ends photoshopped on the tires. This pic has been around for a long time.
