Why does it look like there is no oil on the top end?

Might have already been said or checked for but if the engine timing is at all suspect, verify number one cylinder is at TDC, and be sure it is at TDC on the compression stroke, not the exhaust stroke. With your thumb over the plug hole the compression stroke will blow your thumb off as it hits TDC. That’s the TDC you want your crankshaft mark set to. Then align the your cam/crank marks with timing belt/chain. I don’t have the 3rz motor but verifying #1 TDC is pretty much the same on all engines.

I've seen the crank pulley slip and give a false TDC when you align marks. Verify tdc with a straw or something down sparkplug hole while turning engine..

EDIT: Did you have a chance to check valve adjustment yet?

You should put some oil on the cams and chain so you aren't starting it dry.

The brass link is for reference only. Especially helpful is diagnosing a jumped tooth. Yes you should get the link on the cam gear mark. The brass link should be on marks (top and bottom gear). If the mark in moving when you turn the crank.......You either have a sheared off woodruff key on the crank gear or the top cam gear is moving that shouldn't be.

The chain link will move due to the engine rotating. The brass link is there only for installation purpose. As long as your timing marks are lined up and your at TDC then timing is ok. If your valve lash is ONLY set too tight you would find low comp as it's holding the valve open. But again if that were the case and timing was off then the valves touched and bent. I'd stop wasting time and just pull the head.

When you rotate engine after using brass links to time again. The brass links will no longer line up. But your timing will still ve correct

Move crank to correct position, pull chain and reset cams to correct position. Put chain back on. Rotate crank 4 full turns. Verify markings all line up. Somehow the timing is off if cams don't line up and your crank is at TDC. But crank gets set then the cams. I believe.

May be on exhaust stroke . Rotate one more revolution of crankshaft.

Use crank shaft as your guide. Time cams to crank.
