Depends on what you mean by "good", or "cost effective". Believe it or not I have pretty decent results with the shitty Harbor Freight code reader. All it does is read/reset codes. No trouble shooting or messing with settings or anything like that, but it works. Basic as hell for $25 on sale. I keep it in the truck and don't have to worry about it if I ever lend it out.
If I ever need anything better than that, I borrow my father's Matco, but I rarely need to.

FWIW, give Amazon a look see. I'd stay away form the blu-tooth ones if you're going the cheap route. Cheap blu tooth never works right.

The picture listed looks nothing like the actual product. What I did was buy this, plus a small item to bump the price over $100. Then use promo code TRT41 I believe. (which is $40 dollars off your purchase, only online)

The little thing does everything I have ever needed it to do and cost me a whole $60 bux in the end.

I've had this one for a few years and it works great. Easy to use and straightforward.

    ...we'll get there.
i use a cheap bluetooth module from ebay ($12 dollars a few years ago, probably cheaper now) blue, translucent plastic. and i use torque. i'm not super into paying for apps...but damn did they earn that $5.

the plug in hand held units are pretty much only good for reading codes. the bluetooth ones can send constant data to your phone and check for codes. good for getting more info out of your vehicle. i'd say go that route.

I have an IOBD2 from ebay. It's Bluetooth and seems to work good. Only had it a couple months. But it reads and clears codes can monitor different things while driving. Has a performance test to see how fast it will do in 400meters or 0-60 and things of that nature if u want. It's pretty cool to play with. Little slow to initially connect.

exact same one I got in Dec '15. used it for my drive to Florida. It reads codes and sensors via the Torque App (Android)

I also bought a right-angle pass through cable to leave the OBD2 port available and this plugs into the end and sits below the ashtray.

unfortunately it says on the page not compatible with iOS. :(
