    So can you explain when I'm stopped I throw in in S and it reads 4th. Shouldn't it be in 1st when stopped ??

    It's not intended to be the gear for a given speed, it's just a gear limiter. If you are stopped, and put it into S, it will limit the shifts from 1 thru 4. You can be stopped and notch it up to 5 and it would be 1 thru 5.
