Law went into effect 1991. Enforcement group created 2011. However all the anecdotal evidence I can find suggests that enforcement and even understanding of the law is (has been) all over the place. I assume the incident you're talking about was with bikes/atvs/etc? Because Bunce isn't listed and isn't a designated trail. But if enforcement is so misunderstood, then maybe you would have even been hassled in a full-size. Heck, I found one guy quoting a FS contact he had that the eventual goal is to have anything appearing on an MVUM require a permit, as I posited earlier about adding 'trails' to the list and expanding what does or doesn't require one. For now it appears you check the current MVUM (or equivalent map), and if what you're on is designated as a trail in the legend/symbology, you need a permit. Except right now, and for the past few weeks, the USDA which hosts all of these maps and other information has been having issues and is largely unreachable. Edit: of course as soon as I say that I actually get through to one of the district site's maps... Guess some resources are working and some aren't. Or they're intermittent. I think I broke Teller County's web map yesterday evening...

I could swear it was Bunce but I could be wrong. It was a trail that I only went on one time. Our group was actually all vehicles. Jeeps, Toyotas etc. as he was writing tickets we were sitting there watching all the dirt bikes and ATVs zipping through the trees off trail. So I'm not sure if he just had a thing against vehicles lol

Could have been. I've heard plenty of stories about enforcement and lack thereof on that road. It falls in that category of close and easy, with a side of private landowners thrown in, so it gets lots of attention. And that misunderstanding about enforcement and rules I mentioned applies to both users and enforcers, so... Bunce in particular is... weird. As far as I can tell, it's technically a county road (105) - the entire thing. The county designates it, or portions of it, a jeep trail. So maybe that's where a source of confusion is as far as needing an OHV sticker for full-size? If you look at the current MVUM it's even more confusing, because it switches back and forth between 'local road' and 'FS road open to all vehicles'. Several times. Neither of which would require a permit.

I did look up Jenny Creek on the current MVUM, and it does indeed show it as a trail, not a road. I also downloaded the GIS datasets and took a quick look at those. Supposedly the data I got isn't supposed to include any non-motorized trails. However I'd have to dig into the attributes to see/figure out how to sort out what's OHV only and what is a full size 'trail'. There was more in Larimer County showing up than I thought would until I realized some of it was single-track stuff as well. Unfortunately I've got too much going on right now to put any time to it.
