Seems to me a couple electric fence chargers would send a message to folks and dissuade repeat performances... :D

...^^^... I did that as a young kid on my uncle's farm and got very close to the electric fence.

Was playing "big game hunter" with my BB gun :) and was soaking wet from the rain === excellent ground.

It felt like it damn near blew my n*ts off. :bananadead:

Yeah, I bet that woke you up. Worst part is those things tend to pulse the charge rather than be constant on, so you have that half second of nothing .... then it lights you up.

Back in middle school, one day I was playing with some friends at their place and we were jumping back and forth between two flat bed wagons.

One of the girls missed and landed straddling their electric fence. She (and everyone else) had enough time to know what was coming before the pulse...

The Guatemala City garbage dump is the biggest landfill in Central America. Over a third of the country’s total trash ends up there. The scavengers who recycle the dump’s trash reduce Guatemala’s waste by a million pounds a day, but they have to breathe toxic fumes and sift through biohazardous materials to do it.

I read an article today from 2005(?), where the people who are responsible for the water reasource at this dam were sued about this exact potential issue occurring and they lost as the board that governs this dam and others in California said that the dams are designed to accept significant damage in this event but would not cause any failure. The article went on to say that it came down to no one wanted to pay to harden this particular dam for an "unlikely" event....
Looks like they almost had their Katrina moment. Good on ya local/ state government looking out for the best interests on your people.
I can't help but wonder, just how many other "unlikely" scenarios are out there that have been identified, but no one wanted to deal with...
    Pretty f-ed up IMHO
