    ok, actually not broke, just limited in ability to be fleeced.
    They have a spending cap per vendor, per fiscal year. I have managed to burn that up, they are concerned about retaining my services for the remainder of the year. I suggested they get more money. They suggested I redo the estimates so they can funnel money from other resources.

    Fucked up thing that the state has done. In doing so, the bottom line cost has actually increased, yay for me, but the individual estimates are showing less, so the state is happy.
    What they don't understand is one estimate has one service call dollar amount attached to it.
    5 estimates have 5 service calls attached to them.
