On my 2000 Tacoma, I have a 4-Pin plug for the trailer brake-lights etc.
Should any of those be "high" while in reverse?
I'm trying to figure out if I can power a reverse camera off of those wires (instead of out of the tail-lights).

4 pin has no reverse wiring.

It's possible to do all the wiring in the cab for that but you're going to need the schematic to find everything. Maybe ask in one of the threads where they are wiring things like that and someone can tell you off the top of their head.

I'll try that. I'm running in to an issue powering it off of the driver's side brake light.
I'm only seeing about 10V off of the light and I think the camera is a 12V camera (there's no technical documentation though... it's an Amazon special).

The 4 pins include Chassis NEGATIVE (-), right signal/brake, left signal/brake, and TAIL. You can look up which color corresponds to which on google, the only one I know off the top of my mind is the WHITE, which is negative.
