I'll try to keep this on topic. Yes, someone has thought of it but they did not have a solid understanding of the cause of axle hop. No, it will not reduce axle hop since it does nothing to prevent axle wrap.

Best way to reduce axle hop is to buy a 3rd gen with reduced low end grunt.

Yes, it will cost more than $20 to make (unless your time is free....if that's the case I have 40 post holes that need to be dug, I'm happy to pay you your hourly wage +$10 per hole to dig them).
