Contact the HOA board. They'll know if the person is an owner or tenant. In some cases tenants are not allowed unless approved by the board. Read your bylaws.

Find the ads on CL. See if your addy is being used. If not, you have no beef, although you have suspicions of illegal activity. LEO will work with you on those in many cases. Plain clothes and all that.

If your addy is being used, report the ad to CL. They'll kill it.

 

The problem with waiting forever for idiots to change is that the time that elapses for these guys to pull their heads out of their posterior ends and join humanity, they leave a wake of misery until we all wait for them to change. Law enforcement tends to speed things up.

All depends on the tenant too..and of course sometimes just dumb luck if things break or not.

That said, my friend's father immigrated from Greece and worked his ass off here to buy a 3-family. He took the smallest unit and rented out the other 2, eventually bought several houses. He then sold them all and bought a big house in a very well-to-do town where I grew up..so it can work.
