They have to bake powder coat. Plastic won't work

The answer is no. Not trying to be an ass, but do you know the process for powdercoating? I don't know much, but I know it requires being baked in a giant oven. No way the grill would survive. You can buy a color matched one on Ebay for a couple hundred bucks IIRC.

A few additions to make me feel cool.
I don't think it will cling to the plastic. Perhaps hydro dip would give you what you are looking for.

Powder coating requires the part being coated to be heated to 400 degrees for 10 minutes.
I don't think your plastic grill would have the same shape coming out of the oven.

You know that's not going to be cheap. Why not just get a color matched grill?

If someone has a donor or wrecked grill I would love to try it for everyone's enjoyment. I have access to a PC facility.

Why not just get it painted with water based automotive paint like a normal person would? You know the same paint Toyota uses to paint its other plastic pieces.

The answer apparently to your original question is no. No one has attempted to powder coat a plastic grille. Now you know what you must do since you asked something that no one has done and you have full access to a shop. You must do it and report back with findings.

I powdered my chrome bumper... Goes in oven, so your grill will melt

a traditional pc shop likely wont have the stuff needed to coat plastic. Yes it can be done, but not in the way youre thinking. Your PC shop is probably using electrostatic spray and a oven to cure. Which will roast your grille. There are some UV cured coatings that behave like PC. but how well theyll hold up to exterior use I cant say. It's alot of $$ for have it sun fade.

If you are so confident then take your grill out and go get it done and come back with the results.
