    I cant say for all aircraft but B1 we had an APU basically a small jet engine running while we refueled...theres also "Hot refuels". JP-4 was more problematic as it has a lower flash point but JP-8 had a higher flash point so not as much of a chance to catch fire.
    Its really not that big a deal to leave it running while I fill the tank...Im not in downtown Detroit...I still wouldnt leave it running anywhere else if Im not around it.

    I did 22 years in aircraft maintenance. Any time we did a hot refuel (engines on)..we had the fire dept in their truck on the spot waiting for a fire. Any time we refueled with and external power unit, we had a maintainer with a 100Lb halon fire extinguisher on the spot waiting for a fire.

    Haven't gotten past the first page so I don't know if it's been said yet, but it's illegal everywhere in Oregon (except for some REALLY rural areas and only at night). The only real exception is motorcycles pump their own gas.

    I'm not sure I buy that refueling while the engine is running is risky. Sure they is combustible fuel in the air, so what. It's in the air when cars are pulling in and out of the pump lanes while other are refueling too. Anything that is creating a spark from car while it's running is internal to the engine. Any hot surfaces from the car running are still gonna be hot during the 3 minutes you are refueling, unless of course you leave your car turned off at the pump for 30 minutes before pumping. Other sources of spark likely don't care if your car is running or not.
