First of all, unless you have some huge estate, anybody who isn't capable of taking care of there own lawn isnt anybody you need to worry about being friends with... Demand that his wife wash your truck and move on.

Phili noise ordinance 10-403 section 2-A says lawn mtn. can only be done between 8am to 8pm.

10-402 section 11 says Construction is 7am on week days and 8am to 8pm on week ends.

I put in a 5ft hogwire last year for my dog. I was going to make it into the Jurassic paddock for Halloween last year and get one of those blow up trex suits but just didn't have the time. Plus ToT is 500+ kids in 1/2 hour and I ain't handing out that much candy.

Not sure about property laws in PA, but regarding the debris landing on your property... In my state, anything extending over your property line is considered to be maintained by yourself. If this is true for your state also, that would mean your own debris landed on your own property, and then you placed it on his. I'm not saying you were wrong, but know your property rights before confronting neighbors to avoid that akward dick measuring contest. And I can totally understand the grass thing. My neighbors lawn crew cuts about 1' into my side of the yard and I've had several conversations with them with no avail. It's frusterating. See if their company truck has a serial/badge number on it and call the company to complain to the divisional guys or whoever is responsible for that crew(someone in a leadership role). A neighbor on my block got hauled into court for throwing another neighbors trash back to his doorstep. It was obvious who's it was cause there were things addressed to him.

Somehow the neighbor was charged with some littering offense even though he was just returning it to the original owner.

OP- at least you don't have a neighbor selling his shite on Craigslist and using your property and address as a meeting spot
