    I use Photoshop Elements. It's much cheaper ($99) and is more intended for the hobbyist. You can use most of the tutorials online for Photoshop and it will work as well in Elements. Some of the photoshop plugins will also work.

    Some other options are Gimp and Paint.net which are free. Gimp is similar in power to photoshop and a lot of the ideas are the same.

    Paint.net is similar to Windows Paint with a few extras (layers, filters, etc).

    Then it's just a matter of trying stuff out. This thread is a good way to practice your skills.

    Paint the toolbox, and see if you can get the angles of the rims to line up with your truck, that makes chopping it easier, and it will look better.
