Best idea, you go to their house and play the role of the good guy trying to work out the issue in as friendly a manner as possible. While you're talking to them, being "neighborly," have your friend carry out Tacoturtle's idea.
You'll have an alibi, the neighbors will think you're a good guy for talking to them, and they'll have a new enemy to focus on.

Park something like this in front and leave it there till it's towed away.

The street is public parking first come first serve. You aren't even parking in front of their house. It would be great if you could talk to them about a temporary situation but if you can't do that then fuckem.

I would first ask why do they react this way. Write a note stating that you are not sure what the problem is and leave your phone number so they can call you with explanations. It always helps to know their side of the story. You decide after you have all the info.

Buy a bag of bird mites, get a stuffed animal, put them inside there, and overnight mail it to them with a small box of chocolates or bag of Werther's Original.

Put a note on your truck facing out that says "Stop touching my truck. It is not public property like the street is."

Okay, let's get a group up to OP's place. We'll get there early in the morning, eat Taco Bell crunchwraps all day, and then execute this plan when we can't hold it back anymore. Might be akward dropping coordinated revenge deuces together the first time we meet, but this is a brotherhood yo.

    That's messed up

My old neighbors used to party on the weekends till 4am I never did or said anything to them ever we'd shared a duplex (2 houses devided by a wall)

One day I went to get groceries and my dogs where barking I came home to animal control waiting in their drive way and he came over and told me next time they get called i have to fine you

How I get even with them shorty after that the guys wife had a baby I heard the baby crying called animal control on them , I told animal control my neighbors dog won't stop barking

After the animal control guy left the neighbor came over knocked on my door says " do you think your funny " i was like why yes I do that will teach you for calling them on me he says " I couldn't sleep with your dogs barking "
I say well I couldn't sleep with your parting till 4am he says " thats not the same " i say well dogs bark that just what they do get over it

I think we both had back a fourth fines till they moved out

Should have turned the radio up so they couldn't hear the dogs.

Neighbors with dogs are sometimes one of the worse kinds of neighbors. Why can't everyone be a cat lover? A lot quieter.

If you have respect for your GF's parents, talk to them first. Do they know these neighbors? Are they cool or hot heads? Do they support talking to them? Do thy support you sleeping over? I'd be very cautious about starting anything with the neighbors, no matter how well intentioned you are.

If things go south with the neighbors, you are ina world of hurt. The parents have a beef now with the neighbors and guess who is to blame. Is there another spot further away? Can you get your own place?

Not all dogs bark. Cats can be just as loud
